Ignition Igniter

I have a Rheem furnace that will not start. The igniter does not come on.?

I just bought a house with a Rheem model RGDE-10EQAGR. The purge fan comes on. After a few seconds the gas comes to the burner but does not light. I don't hear anything trying to light. I noticed it has a spark Ignition System and the igniter is mounted loosely with the electrodes dangling down from where it is mounted. I have a few questions:
1. Does the igniter have to be properly grounded to light
2. When it tries to light, should you be able to hear it(seeit)
3. How close to the burner should the elctrodes bemounted
4. How do I check for a signal to the igniter

1 that depends on whether there are 2 wires to ignite or 1 . if only 1 yes, grounding is essential. if 2 then the electricity has a return path, so grounding is not an issue
2 yes ans yes. the igniter should make a click click click noise and there should be a spark between the electrodes.
3 i have a rheem and it is within a few mm's about a quarter inch.
4 i am not sure if this can be done.
best suggestion: mount it correctly, make sure all leads are fastened and connected. then try furnace again. if it does not spark (click) then my assumption would be...bad igniter. replace it. that is the test i use and it has never failed me.

edit note. i just looked at mine. i could take the igniter right out of the the socket, hold it outside the furnace, and as long as the other end was still connected it would click and spark. so i am gonna say you have a bad igniter and that is why it is poorly mounted. someone tried to replace it but couldn,t. prolly due to lack of skill or per haps lack of confidence. replace it.
